    Rules

    I. Overview

    1. Transcontinental Baseball Association (TCBA) is a semi-historical league starting in 1870;
    2. Simulations will be conducted on Tuesday and Thursday at 5pm and Sunday at 8am Pacific time;
    3. Simulations will cover two weeks of game time.

    II. Structure and Scheduling

    1. TCBA is a 20-team league representing the highest level of competition in professional baseball;
    2. The league is divided into two divisions, Eastern and Western;
    3. All teams play intradivisional opponents a total of 18 times, 9 times each at home and away, with no interdivisional play;
    4. At the conclusion of the regular season, the two teams in each division with the best records will meet in a 7-game divisional championship;
    5. The winners of the divisional championships will meet in the Transcontinental Series to determine the champion.

    III. Roster Rules

    1. Teams may employ no more than 23 players on any active roster;
    1a. During the month of September, teams may carry 36 players on their active roster;
    1b. During spring training, teams may carry up to 50 players;
    2. Teams shall maintain a secondary roster of up to 36 players containing all players with professional contracts, plus any additional players at their discretion;
    3. Players with eight years minor league experience not added to the secondary roster will be eligible as free agents to sign with any club;
    4. Any player to be demoted after three years or removed from the secondary roster must first be made freely available to all clubs through waivers;
    5. Players can refuse assignment to the minor leagues after five years of major league service.

    IV. Contracts

    1. Players will earn the annually determined league minimum salary for their first four seasons, unless the player agrees to other terms with his employing club;
    2. A player's services is reserved for eight seasons with their original team;
    3. An independent arbitrator shall determine a player's salary for his fifth through his eighth seasons;
    4. Teams may decline to renew a player's contract during his first eight seasons, at which time that player shall become a free agent;
    5. A player shall become a free agent following the completion of his eighth season unless other terms have been negotiated at the player's discretion.

    V. League entry for amateurs

    1. Amateurs entering the league will first be subject to an entry draft;
    2. Teams will draft in reverse order of record in the previous season;
    3. The draft shall consist of twenty (20) rounds;
    4. Selected players do not earn a bonus and are paid predetermined minor league contracts that shall not count against the parent club's payroll;
    5. Undrafted players are then eligible to sign contracts as free agents with any club.

    VI. Purchasing Players from Independent Leagues

    1. Players may be purchased from any league not affiliated with TCBA League One;
    2. Teams must submit a blind cash bid to the Commissioner that is at least twice the league's minimum salary;
    2a. Teams must have sufficient "$ for Free Agents" as specified in their financial report to cover said bid;
    3. Teams may submit no more than three (3) bids in any two-week period;
    4. Teams may purchase no more than three (3) players in any one season;
    5. Teams must assume the player's existing contract;
    5a. Teams must have sufficient "$ for Free Agents" to pay the current year's salary, in addition to their submitted bid;
    5b. Players with no major league experience may have their contracts bought out and converted to minor league contracts;
    5b(2). Teams must have sufficient "$ for Free Agents" to buy out the contract in full, in addition to their submitted bid;
    6. Players may only be purchased during the trading window, from the start of the offseason until July 31st the following year.

    VII. Trading

    1. Clubs may trade any combination of players, cash or selection rights for the coming amateur draft;
    2. Draft selections may not be traded more than one season in advance;
    3. Newly signed players may not be traded until July 1 of their first season with the new franchise;
    4. Trades will not be approved if the prorated net salary being acquired in the immediate season exceeds the team's available money for free agents as specified in their financial report (budget room plus cash), and/or if the net salary being acquired in the following season exceeds the team's available money for extensions (projected budget room plus cash).

    I forget where we ultimately came down on what kind of service time accumulates for players that are lent out to the indy leagues. Does it turn MLCs into pro contracts when they return?

    Are you asking about past or future loans? Considering there hasn't been any loan action this year, and it's just one more thing for me to have to deal with, I'm inclined to just axe the loan system altogether, thus washing my hands of the whole situation! But I guess not if someone is working out a new loan.

    (They should go back to minor league contracts. I'm not sure if I actually did this though.)

    After the complete non-factor the loan system was in 1894, it's easy to see why there's been no further pursuit of such trivial matters.

    Should we add the 'playoffs are two rounds comprised of the top four Stanford teams, regardless of division' info as well?
